Who usually gets hurt worse in an accident, the passenger or driver?

Let's say two people were in an accident in which their truck flipped over; both people were in the same truck. One got out with only scratches and the other in a coma. Is this possible? And who usually gets hurt worse, the driver or passenger? And let's also say the driver is the one in the coma and the passenger the one with only scratches. And all variables were the same. Both people the same age (17) and height and weight and both wearing their seat belts. Possible?
